AUBOURN AND HADDINGTON PARISH COUNCIL
Minutes of the Parish Council meeting held on
Wednesday 4th September 2013 in Aubourn Clock Tower
At 7.30pm
Present at the meeting
Chairman Mrs. P. Woodman MBE, Cllrs. B. Bower, M. Coulson, D. Knott, and the Clerk.
There were no Police present.
Cllr. Mrs Woodman welcomed everyone to the meeting.
APOLOGIES FOR ABSENCE
Cllr Mrs Wetherill, Cllr Mrs Howe and Police.
DECLARATION OF INTERESTS
Cllr. Mrs Woodman declared an interest in items relating to the clerk.
MINUTES OF LAST MEETING AND MATTERS ARISING
The minutes from the last meeting were proposed by Cllr. Mr Coulson and seconded by Cllr. Mr Knott and agreed to be a true record. The minutes were then signed by the chairman.
There were no matters arising.
NKDC REPORT
Cllr. Mrs Woodman gave her report highlighting activities in the local area, all of which can be found on the NKDC website. Also mentioned was that Stan Underwood of Carlton le Moorland and Hill Holt Wood have both been nominated for the Champions Award to be held in Navenby.
HIGHWAYS MATTERS
Email from Steve Welsh was read (see below). Hi, thanks for the email, nothing to report. Orders have been issued to renew lining on Bridge road and at junction in South Hykeham and are in the system. Alan Brown is on leave until 11th Sep 2013. We were, hoping for extra money to carryout carriageway works in September, you might have noticed the yellow marking and measurements on the road in your area. The latest is we have no money and it will have to be re-programmed for March/April 2014. As you can image I am not looking forward to holding the roads together during the winter months. Clerk to email Alan Brown to ask for a traffic survey in Aubourn and to ask for
Sgt Hammonds support.
Cllr Knott reported that white lines throughout both villages need renewing. All
previous problems are remaining.
PLANNING
13/0437/FUL Peacocks Cottage, Aubourn. It was agreed that it should only be
used for one aeroplane.
13/0844/FULEXT Lincoln Enterprise Park. No objection.
Core Strategy with regards to Site Allocation. There are 2 sites marked in
Aubourn and Haddington. Some Cllrs have strong objections to the Bridge
Farm site and others have objections to the Chapel Lane site. So the Parish
Council are ambivalent regarding the plans.
CLOCK TOWER
Next open on 14 & 15 September Cllrs Coulson, Bower, Knott and Woodman
and the Clerk said they would man it. Hill Holt honey is to be sold on these days.
It was decided that the cupboards containing crockery should be cleaned out and
the crockery washed and stored in plastic boxes. The clerk and Cllr Mrs
Woodman to do this. Clerk will buy boxes and cleaning equipment. New mouse
traps are also to be purchased by clerk.
A new vacuum cleaner is to be purchased for the clock tower. Clerk to get prices
and email round to Cllrs.
There has been no progress with the lights so the clerk ids going to contact
original electricians who quoted and get re quoted.
FINANCES
The clerk reported that the audit has been returned and it was satisfactory.

ANY OTHER BUSINESS
Cllr Mrs Woodman spoke about SID. This is now in operation within each
village for 1 week with a person responsible for it in each village. Bassingham
Parish Council insure the unit but each villages’ insurance will cover any
damage to it whilst in their village.
It was decided to advertise in the Witham Herald as well as the Witham Staple.
The Post Office in Bassingham will shut at 5.30pm on 7th October and will re
open at 1pm in Greens Stores on the 8th October.
Clerk gave Cllr Coulson the website file so he could put the minutes on the
website.
