MINUTES OF AUBOURN & HADDINGTON PARISH COUNCIL HELD ON 27TH JANUARY 2020

NK and LCC CLLRS REPORTS
Cllr Green reported on NKDC matters. Rogue traders appeared to be operating within the District. A campaign had been launched to banish fly tipping throughout the District. The NKDC Full Planning Committee had objected to the LCC Rendering Plant application at Norton Disney and Lincs. County Council Planning Officers had also recommended refusal. The Haddington/Aubourn crematorium hearing was scheduled to take place on 11/12 February 2020 at NKDC.
 
PARISH COUNCIL MEETING
Clllr Woodman opened the meeting and made a formal proposition to co‐opt Mr John Mosedale onto the Parish Council. This was unanimously agreed and Mr Mosedale joined the Parish Council meeting having signed the requisite form.
 
APOLOGIES FOR ABSENCE – None received. Cllr Green offered Cllr Spray’s apologies (due to illness).
All Parish Councillors agreed to formally adopt the North Kesteven Councillors’ Code of Conduct.
 
MINUTES OF THE LAST MEETING
The Minutes of the meeting held on 2.12.19 were agreed and signed by the Chairman as a correct record.
 
MATTERS ARISING FROM THE MINUTES
There were no matters arising that were not covered by the Agenda.
 
FINANCES
The Council was briefed on current finances and a schedule of payments and account balances was circulated and noted. Three cheque payments were issued and signed, ie

Precept 2020/21
The Chairman overviewed the proposed Precept figures on a summary paper circulated for Councillor'sconsideration. Discussion took place and it was decided that contingency figures should be amended to take account of objectivity and accountability whilst the Parish Council remained mindful of providing efficient services for the village as a whole. A 2020/21 Precept value will be submitted to NKDC of
£15,700 – equating to a 14.98% increase on a Band D property.
FH proposed acceptance of the Precept. JM seconded the proposal.
 
PLANNING UPDATE
The Appeal Hearing against the Crematorium at Aubourn/Haddington will be held on 11/12 February 2020 at North Kesteven District Council offices. The hearing is open to the public, who are able to speak. There will be a site visit on the second day of the Hearing.
Rendering Plant Lincolnshire County Council Planning Committee are meeting at The Bentley Hotel, Sth Hykeham on
3.2.20 to decide the Application.
 
HIGHWAYS ISSUES
The Chairman had contacted LCC Highways to inform them that no work had been carried out on Royal Oak Lane, Aubourn, however work had begun today. Work on Baileys Lane and Butts Lane, Haddington was awaiting prices before the survey is carried out. The potholes on Bridge Road, Aubourn had been reported to LCC Highways.
 
SPEED INDICATOR UPDATE
JM circulated the meeting with Speed Indicator Traffic Analysis reports taken over 36 days for perusal. Over 85% of traffic was recorded travelling at 35.2mph. He suggested condensing future analysis for Councillors’ consideration; the gathering of data to take account of Harmston Road, Aubourn and to consider the re‐siting of brackets to gather more information. Cllr Mosedale was thanked for his efforts.
It was suggested by the meeting that two additional brackets, a ‘pole’ and an additional speed indicator device be obtained to cover the whole of the village with speed awareness measures. It was possible to send speed analysis informational digitally to LCC Highways, the Police and Lincs. Road Safety Partnership. JM will do this on behalf of the Parish Council.
 
ENTERPRISE CENTRE UPDATE
The Chairman informed the meeting the Centre was now closed. Tenants were finding it difficult to find appropriate, alternative accommodation. It was envisaged the site will be put on the market. The tables and chairs can remain insitu until the end of April 2020. However, we hope to have sold them before that date.
 
CORRESPONDENCE
The Meeting agreed for the Clerk to attend a ‘New Clerks’ training course on 25.03.20 at Welbourn Village Hall @ £28.50.
 
COUNCILLORS’ REPORTS
DK – Street light now working in Reynolds Paddock, Aubourn. Parking on the pavements continues.
LW – Abandoned car, Chapel Lane, Aubourn. (Subsequently reported to the Police and NKDC).
JM ‐ Nothing to report.
FH – Additional cheque signatory required to A&H Parish Council. To be considered at a future meeting.
Footpath, Bridge Road – Vegetation needs clearing as grass is a health and safety problem.
The post indicating the public footpath is rotten at the base and needs replacing.
Notice Board – update list of Councillors/Clerks contact details. (Clerk to prepare).
PW – Provided members with an update on the recently held Cluster Group Meeting, attended by the Police & Crime Commissioner and Sgt. White.

DATE OF NEXT MEETING – It was proposed to bring the meeting forward. The next meeting of Aubourn and Haddington Parish Council will take place on Monday, 24 February 2020. Cllr Mosedale offered his apologies.
