MINUTES OF AUBOURN & HADDINGTON PARISH COUNCIL HELD ON 2 DECEMBER 2019, 7PM.
The Parish Council was opened by the Chairman, who proposed a closed session of the Parish Council to deal with the appointment of a Parish Clerk, Contract and Finances 7pm-7.30pm.

A discussion was held to agree a contract and salary of the Clerk. This was unanimously agreed.
7.20pm Mrs S Howe joined the meeting and was formally offered the role of Parish Clerk. Mrs S Howe formally accepted the position.
The Chairman closed this part of the meeting and the full meeting of the Parish Council opened at 7.30pm.

PUBLIC TIME
A member of the public wished to make the Parish Council and, particularly, the County Councillor aware of the disingenuous response of Lincolnshire County Council regarding recent flooding issues in Aubourn and the subsequent damage caused to verges and driveways during October 2019. A member of the public complained about the lack of street lighting on Church Road as being inadequate, believing it to be for the County Council to address. (The street lights are owned by the Parish Council). The County Councillor responded. Another member of the public made a point re speed and volume of traffic through the village and suggested a public meeting with a Highways officer from Lincolnshire County Council and Cllr R Davies (Executive Member (Highways) LCC).
NKDC / LCC COUNCILLOR REPORTS
Cllr Green gave her report. Cllr Spray gave his report and stated the lagoon in Thurlby to be now operational.
Cllr Mrs Woodman opened the meeting.

WELCOME TO THE NEW CLERK
Cllr Mrs Woodman welcomed Mrs Sue Howe and introduced her as the new Clerk to the Aubourn &
Haddington parish. In doing so she thanked the out-going Clerk for her commitment over her five year tenure.

MINUTES OF THE LAST MEETING
The Minutes of the meeting held on 11.11.19 were unanimously agreed.
MATTERS ARISING FROM THE MINUTES
DK raised parking in the village on Bonfire Night. It was felt that parking arrangements remain with the event
organiser. The Landlady of The Royal Oak, Aubourn has stated her willingness to speak with the Parish Council
ahead of the event taking place 2020, to mitigate the situation and address concerns.
Pond at Haddington - The Chairman had met with Highways officers, who will further investigate the problem.
The street light has not yet been repaired.
Blue van, Hawthorn Corner - reported to Aubourn Estates.
RESIGNATION OF A COUNCILLOR
Parish Cllr Dinsdale has tendered his resignation and a notice posted accordingly. Co-option may follow.
FINANCE
The Clerk briefed the Council on current finances. Parish Councillors agreed the Schedule of Payments for
December 2019.
A Schedule of Maintenance 2019/20 was circulated for Parish Councillors' information.
PRECEPT
The Chairman outlined the 2020/21 Precept. Comment was also made regarding the November 2019 Royal
British Legion Poppy Appeal and the generosity of Aubourn and Haddington residents in supporting this fundraising
campaign.
PLANNING APPLICATIONS
No current Planning Applications received.
CREMATORIUM
Nothing further to report.
RENDERING PLANT
Further consultations will be heard in January 2020.
HIGHWAYS
A meeting had been held earlier in November with Highways Officers re flooding of Baileys Lane, Haddington;
broken kerbs; traffic; speeding, etc. Suggestions had been made by the Highways Officer re production of
evidence to improve road safety at the junction, together with signage. He proposed submerging a camera to
identify the flooding problem. Figures and statistics will be collated and forwarded to Highways Officers in the
near future.
REPORT / PROGRESS SPEED INDICATOR DEVICE
A resident reported on the Speed Indicator Device, which remains under warranty. The battery had been
found to be flat and a wiring fault determined with the machinery. Re-siting of the device will be co-ordinated
strategically. The resident was thanked for his efforts.
PASSIVE SIGNS
The Chairman felt that more signs were required throughout the village and Parish Councillors were asked to
identify areas for future positioning of the passive signs in Aubourn and Haddington.
CORRESPONDENCE and COUNCILLORS REPORTS
Parish Councillors reported on their areas of responsibility, requiring attention in the interim:-
DK - Manhole cover.
FH - Traffic Dovecote Lane. Wainwrights Cottage (Old Dairy). Stop tap/Footpath - cover broken. Anglian
Water will be contacted by Clerk.
LW - Speed awareness measures required near Aubourn Hall by PCSOs. Assistance with erection of the
Christmas tree required. The lights have all been tested and found to be working, although some adjustments
will need to be made before the tree is lit.
PW - Witham Staple. Printing has been delayed but the publication will be forthcoming. The next edition will
be the December 2019/January 2020 joint edition.
