Minutes of the Parish Council Meeting held at the Estate Office in Aubourn Hall 7th July 2026 at 7:00 pm.
Please be advised that these are notes of the meeting taken by the Parish Clerk and cannot in any way be regarded as official minutes of Parish Council proceedings until approved and signed at the next meeting.
26.07.01. Welcome.
Councillor Mosedale welcomed everyone to the meeting.
26.07.02. Public forum.
No members of the public were in attendance.
District and County updates.
Apologies were received from District Councillor Peter Overton and County Councillor Marianne Overton.
District Councillor Mitch Elliott advised that during his recent ward walk with the Director of Resources, they had visited the Clock Tower, and the director was very interested in the building.
He also advised that the examination stage for the Fosse Green Energy project was now complete and the results sent to the Secretary of State with a decision expected no later than 7th October 2026.
The decision regarding the Local Government Regeneration is expected imminently and the Parish Council will be updated on the decision as soon as possible.
26.07.03. Formal session commenced at 7:10pm.

26.07.04. Minutes of previous meeting
The minutes of the meeting held on 4th March 2026 were unanimously agreed and signed by the chairman.
26.07.05. Finance report.
5.1. Items of expenditure were authorised with no comments. Appendix A part 1.
5.2. The budget position was noted with no comments. Appendix A part 2.
26.07.06. Clerk’s Report
6.1. Highways.
The Parish Council has received a consultation document regarding the proposed reduction in speed limit from 40mph to 30mph on Bridge Road and Bassingham/Church Road following a request from the Parish Council to review them. This is a positive result for the Parish Council and the residents, and the Parish Clerk was asked to request more information on the results of the review to determine why the criteria to permit a reduction in speed has now been met when previously reports had always concluded that it hadn’t met the relevant criteria. Action Parish Clerk.
The Parish Clerk was also asked to request a further update on the other highway related issues raised at the meeting with Highways and the Leader of the Council previously. Action Parish Clerk.
6.2. Fire Hydrant.
The Parish Council has received a letter asking if the Parish Council wished to pursue court proceedings against the third-party insurer of the driver responsible for the accident along with a request to complete a Particulars of Claim document. It was unanimously agreed that the document should be signed and returned on the provision that there is no financial impact on the Parish Council. The Parish Clerk agreed to liaise with the claim handler prior to completion of the document. Action Parish Clerk.
6.3. North Hykeham Bypass
The Parish Council met with the site manager and community liaison officer from Balfour Beatty regarding traffic issues during the construction phase of the new bypass.
It was a very positive meeting, and the contractor is very keen to limit any disturbances to the neighboring villages and advised that an approved routing map for the construction traffic has been developed with this in mind.
The contractors were asked about their community involvement scheme and asked if they would consider assisting the Parish Council in some of their projects such as the installation of the village gates and the restoration of the phone box on Chapel Lane and they were very open to receive the requests.
26.07.07. Planning.
The following decision was noted. Application 26/0409/PNND Bridge Farm Main Street Haddington Lincoln. Application under Class Q of the Town and Country Planning (General Permitted Development) Order for prior approval for change of use from agricultural barns to 2no. dwellings (C3). Decision. Prior notification not required.
26.07.08. Clock Tower.
8.1. Heaters.
The Conservation Officer at NKDC has confirmed that the fixture of permanent heaters to the building does require a Listed Building Consent Application. The lead time for the application is 6 weeks and would need to be accompanied by scaled drawings. As this could be a costly exercise if an architect needs to be engaged to provide drawings, Councillor Nevile suggested purchasing portable heaters. This was seconded by Councillor Rocks and agreed by all with the intention of possibly pursuing the planning consent at a later date. Action Parish Clerk to price up portable heaters.
8.2. Additional work in Clock Tower.
The Parish Council has received a quote for the following.
i. Recoat floor £389.04
ii. Box in pipework in kitchen £431.33
iii. Plumbing in kitchen £320
iv. Install kitchen units to include the supply of plinths and fixings £387.19
v. Paint storeroom floor £247.68
It was agreed by all to proceed with all the jobs apart from item v. The contractor will also be asked to check all the electrical points.
26.07.09. Passive Speed Signs.
It was unanimously agreed to purchase 6 x 30mph signs initially. Action Parish Clerk.
26.07.10. Village Gateways
Councillor Quince gave an update on the status of the project and advised that 3 initial locations have been identified, and the proposed locations, preferred design, and material had been circulated prior to the meeting. Councillor Quince is liaising with several suppliers to establish the best possible deal for the Parish Council, and the anticipated costs are in the region of £2700 to £3000. It was unanimously agreed to proceed with the application and a provisional budget of £3000 set. It was also agreed to contact Balfour Beatty to see if they will do the installation. Action Councillor Quince and Parish Clerk.
26.07.11. Community Emergency Plan
It was unanimously agreed to defer this item to a later date when the Parish Council has the time to commit to it fully once existing projects are completed.
26.07.12. County Councillor Community Grant
The County Councillor Community Grant Scheme is currently open and requests invited. It was unanimously agreed to submit a request for financial assistance towards the village gateway project. Action Parish Clerk.
26.07.13. Communication
13.1. Communication with Residents
The Parish Council were criticised recently regarding lack of communication with the residents and a solution sought. It was agreed to trial a quarterly newsletter and to be more proactive on the parish Facebook account. Action All.
13.2. Communication in General.
The Parish Clerk advised that she is struggling to do her job with the lack of information and communication that she is experiencing and projects are taking far longer to be completed than are necessary. It was agreed that everyone would make a concerted effort to improve communication and information sharing. Action All.
26.03.14. Nevile Summers Charity. No news.
26.03.15. Councillor’s reports.
Councillor Quince advised that he has been liaising with Community Heartbeat regarding getting a defibrillator training session arranged. The fee for the training is £175 with no limitation on the number of attendees. It was agreed to notify the residents via Facebook and the Witham Gazette and Councillor Quince agreed to design a flyer to put in the free publication which will also include an update on the village gateway project. Action Councillor Quince.
