Minutes of Aubourn & Haddington Parish Council Meeting held on 8.11.2021 at The Clock Tower, Aubourn at 6pm. 

In attendance: Cllr Mrs Woodman MBE (Chair), Cllr Mosedale (Vice Chair), Cllr Harston, Cllr Mrs Stubbs, Cllr Mrs Green (NKDC), Ms Vickers (Parish Clerk) 

Cllr Mrs Woodman welcomed everyone to the Parish Council meeting. 

Public Time – no members of the public in attendance 

Police Time - The latest newsletter from the Police had been circulated previously.  The newsletter provided details about Lincolnshire Alert which the team use to keep residents informed about local news and community safety information and share crime prevention advice.  The Clerk has registered the PC for the alerts. 

Councillor Reports – Cllr Mrs Green gave her report of which the contents are appended. 

She discussed localized flooding and reiterated to report instances of such kind and pot holes etc to Fix My Street.  Grange Cottage planning applications were discussed and various concerns discussed.

Minutes of Last Meeting – 8.10.21 minutes approved and signed.  Extraordinary meeting 14.10.21, minutes approved and signed.  

Matters Arising – none 

Declarations of Interest – Cllr Mrs Stubbs declared an interest in the Grange Cottage planning applications as was suggested by Cllr Mrs Woodman.

Finance Report – the current balances are: Community Account £16089.95, Business Account 1 (Clock Tower) £3252.71, Business Account 2 £1380.30 - Clerk to circulate report to Councilor's.  Report appended to minutes. 

Cheques issued as agreed at meeting; Alastair Ogg – grass cutting £120.00.  Amanda Bowley – Cleaning of Heritage Centre - £15.00; Clerks' wages - £265.92.  Donation to British Legion - £50.00.  Eon – unmetered lighting 3rd quarter - £561.54 

Planning – 21/1362/FUL and 21/1363LBC Grange Cottage, Bassingham Road, Aubourn. – the Councillors, with the exception of Cllr Mrs Stubbs who having declared an interest was therefore not eligible to vote, expressed concerns regarding the application and agreed to ask NKDC for an extension to the deadline for comments.  The main concerns being with the applications being submitted retrospectively when they have been operating for over 12 months, and regarding the access to the site and the colour of the proposed cladding on the planned extension which is not a Lincolnshire featur

Steet Lighting – Clerk contacted NKDC.  No response at present. To carry over to next meeting. 

Notice Boards – The clerk has researched a variety of notice boards and a replacement was agreed upon. Clerk to finalise prices and delivery turnaround etc. 

Highways Update – the Councilor's expressed they were experiencing issues with the Lincolnshire Road Safety Group in terms of communication and action and were hoping to have a site visit in the near future. 

Clerk’s Report – the clerk advised she has received notification from Eon that the electricity charges were to increase in December 2021.   

Chairman’s Report - none 

Individual Councillor’s Reports –  

Cllr Harnston commented on excessive mud on the road with no notices.  He also enquired about the results of the speed gun exercise.  Cllr Woodman agreed to speak to Sarah Lingard regarding the Police findings. 

Cllr Mrs Stubbs has installed a new battery in the defibrillator and confirmed it is in working order.   Cllr Mrs Stubbs also reported there had been a water meter leaking on Royal Oak Lane which she believes is as a result of lorries having to use the footpath. 

Cllr Mosedale discussed the latest traffic figures. Results to be published on website.  He also commented on flooding on Royal Oak Lane.  Clerk to contact Highways to ask that the drains are pumped on a regular basis.   

Items for Witham Herald/Staple - Cllr Mrs Woodman to submit items and take the opportunity to thank the volunteers.

Hello Everyone 

So it has happened again - that ‘elusive hour’ is on us once more and the clocks have changed! 

No need to batten down the hatches and close the curtains to the world - there is a wealth of things on our doorsteps to occupy the hours. 

Don’t forget Whisby Nature Park full of wildlife, walks and trails - blow away those Halloween cobwebs. 

Mrs Smith’s Cottage at Navenby - the story of one woman, in one home, through one century, a really unique experience for all ages. 

  • A reminder from Lincolnshire Police that as the nights draw in opportunistic thieves see the darker nights as a chance for easier burglaries. Make sure that your home and property are secure - any property left unsecured makes their job that much easier. 

  • The ball is almost rolling on a new community lottery in North Kesteven that will provide much-needed funding to local groups and a £25,000 jackpot for players. The North Kesteven Community Lottery will have tickets for sale from Tuesday 2 November. Each ticket costs £1 with 60p from every £1 played going to good causes in Norht Kesteven. The first draw is set to take place on Saturday 4 December and the chance of winning a prize is a tempting one in 50. There is already a new website set up especially, which can be found at www.NK lottery.co.uk. So far 26 groups in the District have registered interest in becoming a good cause to benefit from the lottery. Any other local charities, clubs and groups interested in benefiting from the NK Community Lottery are encouraged to come forward. To be eligible, good causes will need to operate within North Kesteven and be a charity, group with a constitution or set of rules, or a community interest company. They cannot be individuals, religious or political, or be profit making. Enquiries from good causes should be addressed to partnerships@n-kesteven.gov.uk 

  • Council Tax Support Scheme - NKDC are inviting residents to share their views on Council Tax Support (CTS) scheme for April 2022 - March 2023. This scheme is the way we support people who need help to pay their Council Tax. Please help to spread the word among residents as we ask people in NK to tell us what they think. The consultation is available on the NKDC website & the closing date is 3 December 2021 

  • NK Community Champion Finalists- with 3 weeks to go until the NK Awards presentation for 2021 full details of all the 36 finalists can be found on the NKDC website. 

  • Remembrance  Services will be taking place at various locations throughout the District between 11 and 14 November 2021, a gentle reminder to remember all those that have lost their lives in conflicts throughout the world. 

  • With the recent weather disruptions and heavy rainfall, localised flooding needs to be reported on Fix My Street. The more these types of event are registered the greater the chance that something will be done about them - such as unblocking of gullies and rodding of drains. They may only be an ‘ooh look at that’ as you pass by but flooding affects us all, people can’t get in & out of their homes easily & businesses lose trade as customers can’t access them. So if you see it - Report it! 

  • Small Business Saturday returns on Saturday 4 December 2021. This is a national campaign highlighting the importance of Small and Medium sized Enterprises. We are beginning to prepare for this event and want as many small businesses as possible across North Kesteven to get involved. Last year a small number of retailers offered a special discount for the day encouraging people to shop and support local businesses. We, in turn, promoted the offers and retailers via our social media channels. If you wish to get involved visit the NKDC website. 

BONFIRE CELEBRATIONS  

Just a reminder that I proposed a motion to full council inJanuary 2020 concerning  Fireworks and their effect on animals and people. I am pleased to say that the final recommendations concerning the motion were formally voted on at the 15 July 2021 Council Meeting. This resulted in a unanimous vote in favour of the motion and members felt that the recommendations demonstrated the Council’s ongoing commitment and dedication to the protection and maintenance of animal welfare. 

It was resolved that:- 

  1.  That all organised fireworks displays within the North Kesteven authority boundaries be advertised in advance of the event, allowing residents to take precautions for their vulnerable people and animals. 

  1. That the Council actively promotes a public awareness campaign about the impacts of fireworks on vulnerable people and animals, including how to enjoy fireworks responsibly and the precautions that could be undertaken to mitigate risks, this to be undertaken wherever possible utilising the Authority’s own media and publicity resources. 

  1. That representations be submitted to Central Government through the local MPs urging them to introduce legislation to limit the maximum noise level of fireworks to 90dB for those sold to the public for private displays. 

  1. That local suppliers of fireworks (through recommendation 2 above) be encouraged to stock quieter fireworks for all organised displays. 

  1. That a further report be presented to the Environment Overview and Scrutiny Panel on 22 September 2021, outlining the progress made on the above recommendations. 

Unfortunately, the September meeting was postponed to 10 November 2021 so I will hopefully find out what progress has been made next week.
