AUBOURN AND HADDINGTON PARISH COUNCIL
Minutes of the Parish Council meeting held on
Wednesday 3rd September 2014 in Aubourn Clock Tower
At 7.30pm
Present at the meeting
Chairman Mrs P. Woodman MBE, Cllrs; M. Coulson, D. Knott and the Clerk.
NKDC Cllr Mrs S Howe, LCC Mr R Phillips.
There were 0 members of the public.
Cllr. Mrs Woodman welcomed everyone to the meeting.
Police and Public Time
2 PCSO’s present S. Lingard and D. Hill
S. Lingard informed us that there have been 4 crimes in the Aubourn and Haddington area during July and September.
APOLOGIES FOR ABSENCE
Apologies from Cllrs S Dinsdale and Mrs B Bower.
DECLARATION OF INTRESTS
Cllr. Mrs Woodman declared an interest in items relating to the clerk and finances.
MINUTES OF LAST MEETING AND MATTERS ARISING
The minutes were read and duly signed by the Chairman.
There were no matters arising.
NKDC AND LCC COUNCILLORS REPORT
NKDC report was presented by Cllr Mrs Howe.
Local activities can be found on the NKDC website.
The next cluster meeting is at Hill Holt Wood on 15th September at 7.30pm.
Cllr Phillips presented a brief resume of events happening in the Local County Council.
HIGHWAY MATTERS
Information was discussed from an email received from Kyra Nettle with regard to the points she was going to make good. Clerk will compare points and highlight outstanding areas in an email.
Clerk emailed A Brown to highlight sign still has not been replaced on Bridge Road.
Clerk to email Aubourn Estates regarding hedge being over the footpath on Bridge Road.
ROAD SAFETY PARTNERSHIP
Discussion of the possible purchase of a SID, no funding is currently available. Discussed whether to invite
Thurlby to join us in the purchase. Will discuss at Cluster then report in October Parish Council meeting.
After Mrs Woodman received a complaint regarding ball games being played on Aubourn Green, Cllrs
decided because there has been no re‐occurrence of this no requirement for a “no Ball Game” sign to be
erected.
PLANNING
Revised parking arrangement was discussed at Lincoln Enterprise Park.
AUBOURN CLOCK TOWER OPENING 12‐13TH SEPTEMBER HERITAGE WEEKEND
Cllr Mrs Woodman discussed the upcoming Heritage weekend and issued posters to be displayed regarding
information of the additional exhibition to commemorate WW1. Refreshments will be available.
Mr Woodcock as yet hasn’t been to repair the bells, Cllr Mrs Woodman has sent a reminding email of the
work.
FINANCES
Clerk to get a new mandate form from the bank so a third signature can be added.
CORRESPONDENCE
Electricity tariffs and prices were discussed as coming to the end of current plan. Cllrs agreed to go with
new figures. Review street light survey that was compiled April 2010, to see what work needs to be carried
out.
ANY OTHER BUISNESS
Cllr Mrs Woodman highlighted concerns have been expressed by the levels of dog excrement that is being
left in the Jitty.
Concerns have been raised that residents in the village are ignoring the one way system.
Road works were discussed on Blackmoor Lane that commence 29th September until 21st November due to
refurbishment to the bridge and road.
