Minutes of the Parish Council Meeting held on
Wednesday 4th April 2012 in the Community Heritage Room
Aubourn Clock Tower
The Chairman, Cllr. Mrs Woodman MBE welcomed everyone to the April meeting.
01/03/12 APOLOGIES FOR ABSENCE
There were apologies from Cllr. M. Coulson.
02/03/12 PRESENT AT THE MEETING
Cllrs. Mrs. P. Woodman MBE (Chairman), Mrs. N. Wetherill, D. Knott and the clerk.
03/03/12 DECLARATIONS OF INTEREST
Cllr. Mrs Woodman declared a prejudicial interest at item 8.2 – Finance Payment of
Accounts.
04/03/12 PLANNING
12/0218 – 9-12 Royal Oak lane – alteration to lay-by and provision of driveways
The Council were pleased that a compromise had been reached on this proposal and
part of the lay-by would be retained for the benefit of the village.
05/03/12 CLOCK TOWER
1. Maintenance – Lighting – two further quotations had been received. All three
quotations were discussed and it was agreed unanimously that the quotation for DIS
Contractors - £850 plus VAT would be accepted.
2. Walks Leaflets – Cllr. Mrs Woodman had continued to work with NKDC to agree a final
draft of the leaflet together with a logo for the parish. The leaflets would be printed in
the coming weeks.
3. Exhibition – Cllr. Wetherill and Cllr Woodman had met with a representative from
Aviation Heritage to look at the display being offered for exhibiting at the Clock Tower.
It was felt that it would be useful if a fundraising event concerned with ‘Help the Heroes’
or similar was held later in the year.
4. Open Days
Once again Mr J. Woodman would stage the Heritage Exhibition on 15th April. Cllr. Mrs
Woodman and Cllr. Knott volunteered to be in attendance, together with Mr Woodman.
06/03/12 HIGHWAYS MATTERS
The Clerk would contact Nina Camm at NKDC to see if a road sweep of Bridge Road
could be arranged.
07/03/12 REPLACEMENT SEAT IN AUBOURN AND SEAT IN CLOCK TOWER CHURCHYARD
i) Replacement Seat for Royal Oak Lane
The Council had ordered a bench and this would be delivered on 10th April 2012.
Quotations for the base were discussed and it was agreed that EY Building’s
quote would be accepted as it was the lowest price. The clerk would contact Mr
Coulson to arrange for preparation of the base and fitting the bench.
ii) Diamond Jubilee Seat for Clock Tower Churchyard
The Council agreed that the clerk would seek a further price for a teak bench
(Bristol – J. Robertson Ltd) with the wording to be engraved slightly amended
and report back to the next meeting.
The Clerk would also ask EY Building for a price to provide a concrete slab base
for the 6ft bench.
08/03/12 DIAMOND JUBILEE
Cllr. Mrs Wetherill had attended the meeting of the Diamond Jubilee Committee on 27th
March. The Council have ordered 90 commemorative coins from Tower Mint and
information on the names of each child aged 16 or under was being collated so that
they could be distributed by the Parish Council.

09/04/12 FINANCE
1. Treasurers Report - the Treasurer’s report was presented and the balance in hand was
reported as follows: - Community Account - £1,850.28, Business Premium Account -
£4,188.45 and Clock Maintenance Account - £2,253.19. The Treasurers report was
accepted.
2. Payment of Accounts
Cllr. Mrs Woodman declared a prejudicial interest.
The following accounts were approved, agreed by Councillors and cheques signed
where required:-
D. Parker – Expenses March - £19.03
(Salary £484.00 and LCC Pension £172.25 paid through Standing Order on 1/4/12)
HMRC – Employers Costs for quarter to 31/3/12 - £137.07
Mrs P. Woodman – Refund payment to cleaner in the clock tower - £10.00
Cartridge People (refund D Parker) Ink cartridges - £15.92
A. Ogg – Grass Cutting March - £60.00
10/04/12 CORRESPONDENCE
1. Anglian Water – Drought situation and hosepipe ban
2. LCC – Community Wildlife Grant – this would be passed on to H & J Nevile

All correspondence had been circulated/emailed to councillors.
11/04/12 PARISH COUNCILLOR CO-OPTION
There had been no expressions of interest to date.
12/04/12 ANY OTHER BUSINESS
Cllr. Mrs Woodman reported that maintenance of the telephone box in Haddington had
commenced.
The Council would insert an item in the Witham Staple to encourage residents to join
the Lincs Alert messaging system.
13/04/12 SERVICE LEVEL AGREEMENT – WITHAM OFFICE LAPS
This item had been deferred to the next meeting since all parish councillors were not
present.
14/04/12 DATE AND TIME OF THE NEXT MEETING
It was agreed to hold the AGM of the Parish Council on Wednesday 2nd May 2012 in the
Community Heritage Room Aubourn Clock Tower.
The meeting closed at 10.15pm.
