Minutes of the Parish Council Meeting held
on Wednesday 6th June 2012
in the Community Heritage Room, Aubourn Clock Tower
Cllr Mrs P Woodman MBE, Chairman of the Parish Council welcomed everyone to the
June meeting.
34/08/12 i) PUBLIC TIME
Two members of the Playground Association, Mrs Stubbs and Mrs South were in
attendance and provided the Parish Councillors with information about their
group, recent activities and finances. They were seeking financial support
towards the grass cutting costs for the playground. The Councillors agreed to
consider their request as it was an item for discussion on the agenda. They were
thanked for their attendance and they left the meeting.
ii) POLICE REPORT
There were no police in attendance however PCSO Czajkowski had sent a report
that there was one crime relating to theft from a property during the last month.
35/08/12 APOLOGIES FOR ABSENCE
There were apologies for absence from District Cllr. Mrs Sue Howe.
36/08/12 PRESENT AT THE MEETING
Cllrs. Mrs. P. Woodman MBE (Chairman), M. Coulson, D. Knott, Mrs. N. Wetherill
and the clerk.
37/08/12 DECLARATIONS OF INTEREST
Cllr. Mrs Woodman declared a prejudicial interest at item 12.2 – Finance Payment
of Accounts.
38/08/12 MINUTES OF THE LAST MEETING & MATTERS ARISING
Minute 23/05/11 Clock Tower – item 2 Lighting. It was agreed to insert the cost
of the contract awarded to M. Monaghan as £1,100 including VAT. The minutes
of the Parish Council meeting were then agreed and signed as a true record.
39/08/12 NKDC COUNCILLOR REPORT
Cllr. Mrs Woodman gave a report from North Kesteven District Council.
Her report included information about the forthcoming Armed Forces Day, the
closure of Sleaford Swimming Pool for refurbishment, and an update on the
construction of the Siemens building off Whisby Road which would be opening
in July/August. The A46 dualling was proceeding on time and should be finished
in September; however improvements to Whisby Rd are 12 months behind
schedule. She informed the meeting that the Joint Planning Unit were publishing
the Core Strategy in July which was open for public consultation.
Cllr. Mrs Woodman had also been notified that NKDC were making further
enquiries about the delayed improvements to the Grade 1 listed building – Old
Church Cottage in Aubourn.

There were no planning matters to consider.

41/09/12 CLOCK TOWER
1. Maintenance – the electrician had resolved the problems with the emergency
light in the corridor and the outside light at the back door. It was noted by Cllr.
Mrs Woodman that the alarm had been triggered on the morning of Monday 4th
June 2012. The clerk raised concern about the increased electricity usage in the
Community Heritage Room following the recent electricity statement. All
appliances had been switched off and the usage had been checked over a 12
day period. The clerk would continue to take readings on a monthly basis and
would monitor the units used during the next quarter.
2. Lighting – Cllr. Mrs Woodman had been in contact with the contractor, M.
Monaghan who hoped to install the new lights by the end of June.
3. Noticeboard Repairs – the glass on the noticeboard at the Clock Tower had
recently been broken. The clerk had obtained prices for a piece of polycarbonate
to replace the broken pane (£27.00). Mr Woodman collected and fitted the glass
on behalf of the Parish Council. Thanks were extended to him for undertaking
this work.
4. Open Days - The Heritage Exhibition would be open on 17th June. Cllr. Mrs
Woodman and Cllr. Knott volunteered to be in attendance. Mr J Woodman
would set up the exhibition. Cllr. Wetherill enquired whether it would be possible
to incorporate trips up to the Clock Room as part of a future open day as this had
been requested by visitors. This would be checked further as lighting and other
safety issues would need to be addressed.
42/09/12 HIGHWAYS MATTERS
The clerk was asked to contact Highways about the gravel and stones on Bridge
and Church Roads, also the trees on the flyover the A46 which require trimming
and the footpath between Old Haddington Lane and Sky Lane which also
requires attention. The clerk will also get in touch with Nina Camm regarding the
grass on the footpath on Bridge Road.
43/09/12 DIAMOND JUBILEE BENCH
Diamond Jubilee Seat for Clock Tower Churchyard
The bench had been delivered and was awaiting installation.
The Clerk had received a further quotation for a base for the bench and it was
agreed to accept the quotation from M. Monaghan of £275 including VAT. A
ceremony to dedicate the bench would take place on the open afternoon on
15th July with a celebratory afternoon tea.
44/09/12 DIAMOND JUBILEE - REVIEW
The coins had been issued to the children attending the Diamond Jubilee event
and there were a number to deliver and this was arranged by the Councillors. No
receipts had been received from the organising committee. Another order for a
further supply of coins would be organised if there were enough requests.
45/09/12 PARISH COUNCILLOR CO-OPTION
The Parish council would continue to advertise in order to fill the vacancy.
46/09/12 PLAYGROUND ASSOCIATION – Consideration of Grant Request
The Council considered the information submitted by the Playground Association
and agreed a donation of £50 for 2012-13. If a further request was to be
considered in 2013-14 an audited set of accounts including a bank reconciliation
would be required by the Council. It was also suggested that a AGM meeting
held in public would be required.

47/10/12 FINANCE
1. Treasurers Report - the Treasurer’s report was presented and the balance in hand
was reported as follows: -

The Treasurers report was accepted.
2. Payment of Accounts - the following accounts had been approved, agreed by
Councillors and cheques signed where required:-

3. Audit of Accounts 2011-12 – Internal Auditor Tony Kullich had completed the
audit of accounts and no further actions were required.
48/10/12 CORRESPONDENCE
1. SID Repair – Sgt Hammond had reported that the hand held device had broken.
2. Audit Commission – notification of change of auditors and charging in 2013-14.
3. LALC news – to be circulated.
4. National Citizens Service – information from NKDC e-mailed to councillors.
5. Central Lincs JPU – newsletter for May 2012 – already circulated.
6. LTP – Consultation on 4th Lincolnshire Transport Plan – e-mailed to councillors.
49/10/12 NEVILE SUMMERS CHARITY
Cllr. Mrs Woodman reported that the charity had met recently and had
distributed its funds for the year. The accounts had been audited by the Clerk.
50/10/12 SERVICE LEVEL AGREEMENT – Witham local Access Point
The discussions on this matter were still continuing.
51/10/12 ANY OTHER BUSINESS
1. Silver Jubilee Bench on Royal Oak Lane – the Council would include an item in
the Witham Staple to note that the bench had been reinstated and a new bench
had been purchased for the Clock Tower to commemorate the Diamond Jubilee.
2. Meeting paperwork – the Councillors considered the option of meeting
paperwork being e-mailed rather than providing a hard copy. This was agreed.

It was agreed to hold the next Parish Council meeting on Wednesday 4th July
2012 in the Community Heritage Room Aubourn Clock Tower.
