Minutes of the Parish Council Meeting held
on Wednesday 15th August 2012
in the Community Heritage Room, Aubourn Clock Tower
Cllr Mrs P Woodman MBE, Chairman of the Parish Council welcomed everyone to the
August meeting.
74/14/12 PUBLIC TIME & POLICE REPORT
PCSO Czjakowski was in attendance and reported that there were no crimes
reported in the last month. The SID had been to the supplier for new batteries to
be fitted and it would be deployed and remain charged for longer periods. She
was thanked for her attendance and she left the meeting.
75/14/12 APOLOGIES FOR ABSENCE
There were apologies for absence from District Cllr. Mrs Sue Howe.
76/14/12 PRESENT AT THE MEETING
Cllrs. Mrs. P. Woodman MBE (Chairman), M. Coulson, D. Knott, Mrs. N. Wetherill,
one member of the public and the clerk.
77/14/12 CO-OPTION OF COUNCILLOR
The Council agreed unanimously to co-opt Bridgette Bower to the vacant
councillor position. The acceptance of office form was duly completed and Cllr.
Bower joined the meeting.
78/14/12 DECLARATIONS OF INTEREST
Cllr. Mrs Woodman declared a prejudicial interest at item 6.2 – Finance Payment
of Accounts.
79/14/12 MINUTES OF THE LAST MEETING & MATTERS ARISING
The minutes of the Parish Council meeting were then agreed and signed as a
true record. The matters arising were noted as follows:-
i) Footway - Sky Lane
Cllr. Wetherill informed the meeting that the grass had been cut however there
were overhanging branches which were still causing an access problem.
ii) Highways issues – it was agreed that a site meeting would be arranged with
Alan Brown to look at a list of issues including potholes, Main Street Haddington
where the road is collapsing, Dovecote Lane, road markings on Chapel Lane and
the road edges on Royal Oak Lane near Hawthorn Corner and Suttons Corner.
Mrs South (Playground Association) had written to LCC Highways regarding the
provision of a reactive sign and speeding near the playground, the existing
signage and road markings on Chapel Lane. A copy of the response from Alan
Aistrup had been forwarded and read at the meeting. The Council were
disappointed with the response which identified that Highways would inspect
the road markings only and refresh them as necessary.
iii) Planning 12/0787 – 3 Reynolds Paddock, Aubourn – there were no comments
or objections.
iv) Clock Tower – the opening was arranged for Sunday 9th September between
2pm and 4pm with Cllr. Wetherill and Cllr. Coulson arranging the trips up to the
Clock Room. A replacement gas bottle for the heater would be ordered and
delivered to Cllr. Wetherill’s address to ensure that it would be signed for.

80/15/12 LOCAL CODE OF CONDUCT
The Council firstly discussed the declaration of disposable pecuniary interest
forms which required completion by 31st August 2012. Further guidance had
been received since the last meeting. The Council then reviewed the two copies
of the model code of conduct - one from NALC and a copy of NKDC’s Code of
Conduct adopted on 29th June 2012. The Council resolved unanimously to adopt
the NALC version of the code as their Code of Conduct. The clerk would inform
the Monitoring Officer at NKDC accordingly.
81/15/12 FINANCE
1. Treasurers Report - the Treasurer’s report was presented and the balance in hand
was reported as follows: -
Community Account - £1659.42
Business Premium Account - £8837.82
Clock Maintenance Account - £2266.95
The Treasurers report was accepted.
2. Payment of Accounts - the following accounts had been approved, agreed by
Councillors and cheques signed where required:-
D. Parker – Expenses July - £14.98
(Salary £468.00 and LCC Pension £172.25 paid through Standing Order on
1/8/12)
EON – Electricity for Clock Tower - £34.00 (Direct Debit)
EON Street Light Electricity April to June 2012 - £232.50
A. Ogg – Grass cutting - £120.00
Low Cost Names – renewal of domain name (refund DP) - £7.20
Clement Keys – Audit Fee 2011-12 – £162.00
Flogas – replacement gas bottle - £20.48
P. Woodman – Keys and refreshments for Clock Tower - £26.41
82/15/12 ANY OTHER BUSINESS
1. Dovecote Lane – the clerk would write to Police Inspector Mike Jones regarding
the activities of the young people parking at the Dovecote lay-by area and the
vehicles continuing to access the lane as a shortcut to Thurlby Road.
2. Haddington Telephone kiosk – Cllr. Wetherill questioned what maintenance
work had been done to the kiosk since adoption and was reassured that it is
work in progress.
3. Pond at Haddington – Ginny Lovell (Administrator H & J Nevile) was making
enquiries with LCC Highways after witnessing the grass garden waste from the
Grange being thrown into the pond.
The Chairman closed the open part of the meeting and the clerk left.
83/15/12 SERVICE LEVEL AGREEMENT – Witham local Access Point
Cllrs discussed the revised contract for the clerk and also the job description. The
wording was unanimously agreed and both documents will be sent to the clerk.
From 1st September 2012 NKDC will employ Mrs D Parker at the Witham Office.
84/15/12 DATE AND TIME OF THE NEXT MEETING
It was agreed to hold the next Parish Council meeting on Wednesday 5th
September 2012 in the Community Heritage Room Aubourn Clock Tower at 8pm
