Minutes of the Parish Council meeting held on
Monday 7th March 2016 in Aubourn Clock Tower
At 7.30pm
Present at the meeting
Chairman Cllr. Mrs. P. Woodman MBE, Cllrs M. Coulson, D. Knott, F. Harston, S. Dinsdale, Cllr. Mrs. S. Howe & the Clerk.
Cllr. Mrs Woodman welcomed everyone to the meeting.
Police time
There were no police present nor a report sent.
Public Time
No Public.
Apologies for Absence
No apologies.
Declaration of Interests
Cllr. Mrs Woodman declared an interest in items relating to the clerk and finances.
Minutes of the Last Meeting
These were read, agreed and duly signed.
Matters Arising
*Cllr Harston inquired about the possibility of getting a litter bin on Stone Lane, it is being looked into.
*The new Dovecote notice board at Haddington has 2 mistakes on it. This is in the process of being re done.
*The 30mph repeater sign on the green at Haddington is missing. The clerk is waiting a reply from Highways.
*The possibilities of a chain link fence on the green at Aubourn are ongoing. *The new tree that has been planted on the green at Aubourn is to be removed.
*There is no more information on the Tip at this point.
*St Peters Church sign is down, clerk to report again.
LCC Report
Cllr Ray Philips absent, no report.
NKDC Report
Cllr. Mrs. Sue Howe reported that all local attractions information are available online. NK sports centre refurb continues to progress and is scheduled to be completed in the spring. NKDC council tax will rise by 3.41% in April this is the equivalent to 9p per week on a band D property. The garden waste collection option is to remain at £30 per bin, per year. Bulk waste collection has risen to £11 for 3 items. The local plan was published in the first week in March and so now is the last time people can make their comments.
Highways Matters
There are traffic counters on the road south of the bridge in Aubourn. Clerk to email
highways to see if there is any information as to why they are there.
The new SID has been purchased and is up and running. The 4 villages who clubbed
together to buy it were: Aubourn and Haddington, Thurlby, Bassingham and Norton
Disney.
The hedges and verges still need cutting In Haddington. The clerk is to contact Aubourn
Estates.
PLANNING
No Planning.
CLOCK TOWER
The heater Cllr Coulson brought to the meeting for Cllrs to view with the possibility of
buying similar for the clock tower was not really suitable. Cllr Coulson is to research
heaters that are suitable.
Cllr Mrs Woodman reported that the clock has been serviced. There were several
options as to which way to move forward with the maintenance of the clock. The Cllrs
decided to have the clock mechanism electrified with an annual maintenance plan. The
clerk is to arrange for this to go ahead.
Linc Security have not been in touch regarding the alarm but when or if they do the
clerk is to dispense of their services.
The annual fire extinguisher check is due.
Open Sundays this year the dates are April 17th, May 15th, June 12th, July 17th.
FINANCES
A form for Cllr Harston is to be obtained from Barclays to enable him to be a signatory
The Financial Breakdown, for February, on a separate sheet.
INDIVIDUAL CLLRS REPORT
Cllr Knott reported the church finger post sign is down and the verges outside 7 & 8
Royal Oak lane are deeply rutted and muddy.
Cllr Harston reported on the latest developments at the weir, potholes on Dovecote lane,
litter bin and also a burnt out car on Stone Lane. Request speed gun on Butts Lane.
Cllr Dinsdale is to clear the rubbish out of the phone box in Aubourn.
Cllr Coulson reported on the speed counter near the bridge.
AOB
The clerk requested a draft excluder for the clock tower door which was agreed.
