Minutes of the Parish Council meeting held on
Wednesday 4TH March 2015 in Aubourn Clock Tower
At 7.30pm
Present at the meeting
Chairman Mrs. P. Woodman MBE, Cllrs M. Coulson, D. Knott, S. Dinsdale & F. Harston, PCSO Lingard, PCSO Mackie & the Clerk.
There was 2 members of the public.
Cllr. Mrs Woodman welcomed everyone to the meeting.

Police and Public Time
PCSO Lingard reported that the honesty box on Bassingham Road had been stolen along with some produce. Several items of horse related items of equipment had been stolen from the centre of Aubourn.
The public looked at the paper plans for the 15/0021/FUL application Hall Farm in Aubourn. They also asked for an update on the speed signs.
Declaration of Interests
Cllr. Mrs Woodman declared an interest in items relating to the clerk and finances.
Minutes of Last Meeting & Matters Arising
The minutes were read and duly signed by the chairman. The clerk reported that the dog waste bin on Dovecote Lane had been emptied and is being monitored.
NKDC Report
NKDC report was presented by Cllr. Mrs Woodman.
Local activities can be found on the NKDC website.
NKDC has started the refurbishment of the sports centre at North Hykeham. The newly refurbished sports centre at Sleaford has an increased footfall.
Repeat offenders of residents putting garden waste in the black bin will be fined.
NKDCs element of the Council tax will rise by 1.5%. This equates to 4p per week on a band D property.
NKDC has built its 100th Social Housing house and the new social housing at Bassingham was officially opened.
Whisby Natural World has refurbished the café area and shop. There has been a new footbridge built over the railway line.
On the spring bank holiday Oakhill Caravan Park at Norton Disney will hold a weekend music festival called The Lost Village.
Highways Matters
It was noted that there is serious road erosion at Suttons Corner, Aubourn and at the corner of South Hykeham road. A very large pot hole by Hophill Farm and a loose man hole cover by Bridge Cottage. White lines are faded at Butts Lane junction and Bridge Road junction.
Road Safety Partnership
Cllr Dinsdale reported that the site visit had taken place to establish where the new signs will be placed and it had shown that there were no suitable sites. The signs should be delivered to Cllr Dinsdale shortly.
Also stickers for wheelie bins stating the speed limit are being investigated as an option for the
Parish Council to purchase and also the possibility of joining with another parish to create a
bulk order therefore lessening the cost to Aubourn and Haddington.
PLANNING
The amended planning application 15/2100/FUL Hall Farm, Aubourn was discussed and it was
agreed that an objection would be made.
CLOCK TOWER
On the 21st February the bells were rung by the Rambling Ringers lead by Chris Woodcock who
has made a fabulous job of restoring the rope wheels. We hope to have the bells rung at the
Heritage weekend and offer bell ringing tuition.
Heritage weekend 12&13th September 2-4pm. A special exhibition is to be created curtesy of Mr
John Woodman for this event.
Open Sundays are to be on May 17th, June 21st and 19th July.
A light needs to be put into the clock room. The clerk is to contact an electrician to carry out the
work. A sign stating that the public can go up and down the tower but at their own risk is to be
put up the bottom of the stairs. The alarm at the clock tower needs attention and is due its
annual service. The clerk is to attend to it. Cllr Coulson will check the fire extinguishers.
