ANNUAL GENERAL MEETING
Minutes of the Parish Council meeting held on
Wednesday 11TH May 2015 in Aubourn Clock Tower
At 7.15pm
The parish councillors convened in closed session to consider the co-option of Malcom Coulson and Simon Dinsdale to the two vacant positions on the parish council.
It was unanimously agreed to co-opt them.
The meeting then closed.
The parish council meeting then reconvened in open session.
Present at the meeting
Chairman Mrs. P. Woodman MBE, Cllrs M. Coulson, D. Knott, S. Dinsdale & F. Harston & the Clerk. There were 0 members of the public.
Cllr. Mrs Woodman welcomed everyone to the meeting and then stood down from the chair.
Cllrs Coulson and Dinsdale were co-opted. All Cllrs signed a declaration of office form.
The clerk then called for nominations for chairman.
Cllr Coulson proposed Cllr Mrs Woodman for Chairman and Cllr Dinsdale seconded this. Cllr Mrs Woodman was duly elected as chairman.
The clerk then called for nominations for vice chairman and Cllr Knott proposed Cllr Coulson and Cllr Dinsdale seconded this. Cllr Coulson was duly elected as vice chairman.
Declarations were then signed.

Declaration of Interests
Cllr. Mrs Woodman declared an interest in items relating to the clerk and finances.
Minutes of the Last Meeting and Matters Arising
These were read and duly signed. There were no matters arising.
NKDC Report
Cllr Mrs Woodman gave a report which included information about the Spires and Steeples walk/run and the photography competition for next year’s NKDC calendar.
Highways Matters
It was noted that there is serious road erosion at Suttons Corner, Aubourn, by the pond on Butts lane, Haddington, by the substation on Harmston Rd and at the corner of South Hykeham road. There is a pot hole by the gate at the Old Vicarage on Church Rd and a loose manhole cover by Bridge Cottage. The possibility of bollards to be put on the grass verge by the clock tower on Bridge Road was discussed as many cars park here causing obstruction of a busy junction. These are to be reported to LCC again. White lines are faded at Butts Lane junction and Bridge Road junction. It was suggested that passive speed signs could also be placed on Dovecote Lane and Main St, Haddington. The “access only” sign at the Thurlby end of Dovecote lane has been knocked down by a car. The “no cycling” sign on Royal Oak Lane end of the jitty is almost rotted/rusted through at the bottom. The clerk to email highways. The clerk is to buy 2 x 40mph and 4 x 30 mph passive signs. The Clerk is also to buy some “speed kills” and “polite notice” wheelie bin stickers for those houses outside the speed limit.
A notice is to be inserted in the Witham Staple and the Witham Herald to politely ask people to apply the wheelie bin stickers to their bins if they hadn’t already done so.
PLANNING
The planning application 15/0550/HOUS was looked at and discussed and the council concurred that they had no objections.

CLOCK TOWER
Open Sundays are to be on May 17th, June 21st and 19th July from 2-4pm. A white elephant stall and
refreshments to be held in conjunction with the June open Sunday.
A light needs to be put into the clock room. The clerk is to contact an electrician to carry out the work. A sign
stating that the public can go up and down the tower but at their own risk is to be put up the bottom of the
stairs. The clerk reported that the insurance policy regarding the public climbing the clock tower stairs and the
safety of the bells to be rung is covered in the policy.
