Minutes of the Parish Council meeting held on
Wednesday 4TH February 2015 in Aubourn Clock Tower
At 7.30pm
Present at the meeting
Chairman Mrs. P. Woodman MBE, Cllrs M. Coulson & S. Dinsdale. Mr F. Harston, PCSO Lingard & the Clerk.
There was 1 member of the public.
Cllr. Mrs Woodman welcomed everyone to the meeting.
Co-option of new Cllr
Mr Fred Harston was formally co-opted onto the Parish Council and the relevant forms were filled out.
Apologies for Absence
Cllr Mr D. Knott and Cllr Mrs S. Howe.
Police and Public Time
PCSO Lingard reported that Land Rovers were being targeted by thieves. Also there had been sightings of a suspicious burgundy transit van driving round the local villages looking for scrap.
A resident asked for an update on the footpath on Harmston Rd, it needs sweeping and the overgrown hedge needs cutting back. Also whether the road markings are going to be repainted.
Chairman’s Announcements
Cllr Mrs Woodman reported that Mrs Hatfield had resigned as clerk and would be remunerated up to the last working day.
Declaration of Interests
Cllr. Mrs Woodman declared an interest in items relating to the clerk and finances.
Minutes of Last Meeting & Matters Arising
The minutes were read and duly signed by the chairman after adding the financial report and the precept details.
NKDC Report
NKDC report was presented by Cllr. Mrs Woodman.
Local activities can be found on the NKDC website.
NKDC will start the refurbishment of the sports centre at North Hykeham this month.
Repeat offenders of residents putting garden waste in the black bin will be fined.
NKDCs element of the Council tax will probably rise by 1.5%. this equates to 4p per week on a band D property.
Whisby nature reserve is to be refurbished in the café area and there has been a new
footbridge built over the railway line.
Highways Matters
It was noted that there is serious road erosion at Suttons Corner, Aubourn and at the
corner of South Hykeham road. A very large pot hole by Hophill Farm and a loose man
hole cover by Bridge Cottage.
Road Safety Partnership
Cllr Dinsdale reported that the Parish Councils’ insurance certificate was needed before a
site visit could take place to establish where the new signs will be placed.
Also stickers for wheelie bins stating the speed limit are being investigated as an option for
the Parish Council to purchase.
PLANNING
A planning application for Suttons Corner, Aubourn were discussed but no as no plans
were available no comments were made. This was due to an admin issue. Plans are to be
circulated to Cllr’s ASAP.
CLOCK TOWER
Mr Woodcock is due to finish his work on the bells next week and will then ring the bells
with his colleagues’ on 21st February. The Parish Council will reimburse Mr Woodcock
for his materials and it was also decided that a cheque for £50 along with a gift would be
presented to him on 21st February.
The theme for the Heritage weekend this year is Tudor’s. It was decided that the clock
tower would be part of this weekend however, a general exhibition would be displayed.

Christmas Tree
It was decided to give a cheque for the use of the electricity and time to Mrs Govier for the
amount of £20.
Asset Register
This was shown to the Cllr’s to familiarise them with the assets of the Parish Council.
Any Other Business
A question was asked regarding the frequency of emptying the dog waste bins.
The dog waste bin in the jitty had been removed as it was unsafe and NKDC will replace it.
Cllr. Harston will be given a key to the noticeboard.
Closed Meeting
Clerks job description was read, agreed and the contract signed.
