Minutes of the Parish Council Meeting held 14 November 2022

Councillor Mosedale welcomed everyone to the meeting

2 members of the public in attendance with concerns about the planning application at 1 Bassingham Road Aubourn and in particular the size and possible intended use.  The Parish Council advised the residents that the item was on the agenda for discussion during the formal meeting and that they shared the residents' concerns and would be addressing them with the Planning department at NKDC

Corporate debit card Min. No. 22.11.12

The clerk advised she has looked into attaining a corporate debit card for the Parish Council.  There is a set-up fee of £50 plus a £3.00 monthly fee.  The clerk advised she was prepared to carry on paying for items herself that have been agreed at a meeting on the provision that the payment can be reimbursed straight away instead of waiting until the next meeting as currently happens.  It was agreed that the clerk will forward the receipt for the item(s) prior to sending the online payment authorisation request for reimbursement.

Clerk’s Report Min. No. 22.11.13

The clerk has been in touch with a broker regarding getting a fixed rate contract for the Clock Tower electricity and unmetered streetlighting.

The best price for the Clock Tower account is with Eon to fix for 1 year.  It was agreed to take the contract.  The current streetlighting contract is set to expire in December 2022.  The broker is now working on this.  Clerk to advise.

Planning Min. No. 22.11.14

22/1436/HOUS - 1 Bassingham Road, erection of garage.  The Parish Council have concerns regarding the size of the proposed garage and feel it is not in keeping with the area.  There are also concerns regarding the intended use of the garage.  Clerk to contact the planning officer with these concerns prior to the Parish Council deciding if they will submit an objection/letter of concern.                  Action Clerk                                                                                      

22/1484/LDEXI  - Bridge Farm, certificate of lawfulness.  The planning department had sought advice from the Parish Council on the use of the land relating to the creation of a vehicular access over a ten year period.  The Parish Council debated the issue and agreed to the best of their knowledge, the land in question had only been used on occasion for car parking purposes.                                                                       Action Clerk                                                           

 

Highways Min. No. 22.11.15

The 'no through traffic’ sign is still missing on Dovecote Lane.  Clerk to report on Fixmystreet                                                 Action Clerk

Street lighting Min. No. 22.11.16

The Parish Council discussed the quote received to upgrade/fix the streetlights.  Councillor Mosedale proposed to do all lights which had been deemed as category 4(poor) and to remove the streetlight on Old Haddington Lane near the slip road to the A46.  Agreed by all.        Action Clerk

Review of Ongoing Actions Min. No. 22.11.17

The new bench has been received and will be installed shortly.                                                                                                Clerk to order plaque.

The paint for the telephone box has been received.

The noticeboard for the Clock Tower has been refurbished by Cllr Mosedale and will be reinstated weather permitting.

Heritage Open Day 27 November 2022 Min. No. 22.11.20

All Councillor's agreed to assist with the event and will set up in the Clock Tower on the day before. There is no entry charge.  Raffle tickets will be sold on the day and refreshments and a bring and buy sale to raise funds for the air ambulance.   The Councillors were asked to provide items for the raffle and bring and buy stall.                                                                                                                                                                               Action All

Kings Coronation Min. No. 22.11.21

The Councillors are to think of ideas of ways to celebrate the upcoming coronation and ask parishioners for suggestions/assistance.                                                                                                                                                                                                                                                     Action All

Chairman’s Report Min. No. 22.11.22

Cllr Mosedale advised he had had discussions regarding the carols on the green event with some residents who had agreed to assist in drumming up some interest. 

Individual Councillors Report Min. No. 22.11.23

Councillor Earnshaw proposed putting the Parish Councillors photographs on the noticeboards and website in the hope of engaging more with the community.  All Councillors agreed this was a good idea.                                                                                                                       Action All
