Minutes of Aubourn & Haddington Parish Council Meeting held at The Clock Tower on 08.03.2022 at 6pm. 

In attendance: Cllr Mrs Woodman MBE (Chairman), Cllr Mosedale (Vice Chairman), Cllr Harston, Ms Vickers (Parish Clerk).  1 member of the public. 

Cllr Mrs Woodman welcomed everyone to the Parish Council meeting and reflected on the current situation in the Ukraine with a minutes silence. 

Public Time  

The disrepair of the roads was discussed.  Cllr Mrs Woodman advised that the works were planned for April 2022. 

Police Time  

The latest newsletter from the Police had been circulated previously – no comments 

District Council/County Council Reports  

Cllr Mrs Green sent her apologies. Her report had been previously circulated which addressed topics such as the District Councils climate change agenda; living with Covid; Council Tax increases and more.  A copy of Cllr Mrs Green’s full report can be received upon request to the clerk. 

Cllr Mrs Overton had previously sent her report which addressed current conflict in the Ukraine; energy prices; grants for insulation; The Local Plan and more.  A copy of Cllr Mrs Overtons full report can be received upon request to the clerk.

Finance Report  

Community Account £14447.53; Business Account 1 (Clock Tower) £3252.79; Business Account 2 (savings) £1380.33. 

Cheques issued as agreed at the meeting; clerks' wages & agreed expenses £285.92; clerks additional expenses £55.36 (ink, paper, magnets, fire extinguisher inspection); cleaning of clock tower £15.00; 4 x calor gas bottles for Clock Tower £152.00; Eon street light maintenance £118.01; PKF Littlejohn audit payment £576.00. 

Clerk’s Report 

The Clerk has obtained quotes for the inspection of the lightning conductor.  It was agreed to proceed with FCLC in Nottingham. Clerk has received a quote to replace the fire extinguishers as recommended on the recent inspection. It was agreed to proceed.  

Clerk has researched composite benches and brought print outs of examples.  It was agreed the Councillors would look at the proposed location for the bench the following week. 
Clerk advised she was experiencing issues with ordering the speed indicator.  Cllr Mosedale to look into this. 

Planning – NKDC Planning department have confirmed the status of operation for the business at Grange Cottage and advised all is in order.   

The work at the Enterprise Centre is having some cause for concern.  Clerk to check with NKDC Planning. 
 

Highways -  With the approach of the new financial year and an assurance that road repairs were planned for April 2022, it was suggested to ask Cllr Mrs Overton is she could arrange a site visit from the Road Safety Group.  Clerk to contact Cllr Mrs Overton. 

Cluster News – At the last meeting Bassingham PC issued a general invitation to join them in their Royal Jubilee celebrations.  More news on this to follow. 

Chief Inspector Vickers discussed rural policing. 

Beckingham PC asked for support from the cluster group for a series of planning applications for a proposed traveler's site. 

Next meeting to be a Hill Holt. 

Chairman’s Report - Cllr Mrs Woodman discussed extra work in the churchyard and it was agreed to ask Mr Ogg if he would be able to extend his services on an ad Hoc basis.  Cllr Mrs Woodman to speak to Mr Ogg. 

Cllr Woodman also mentioned the tables and chairs which were in storage at NKDC.  It was agreed to check if they were fit for sale.  Cllr Mrs Woodman to pursue. 

Individual Councillor’s Reports –  

Cllr Harston - The Councillor asked about litter picking in the villages and was advised it was still ongoing, but the recent cutting of the hedges had made the situation look worse at present.   

Cllr Mosedale – The Councillor advised there had been another increase in traffic on Bridge Road and Dovecote Lane.
