A resident reported that no action had been taken following the complaints regarding Sky Lane Haddington with the issues going to NKDC, then LCC then back to NKDC.  It was agreed that the Parish Council would send a letter of complaint to NKDC as advised by Cllr Mrs Green who advised she was still waiting to hear from Planning Enforcement.  The visitor from Highways offered to look into the footpath issue.             Action Clerk

Visitor from LCC Highways 

The Parish Council welcomed the visitor from LCC Highways and asked about the process of reducing some of the speed limits in the Parish and imposing weight restrictions due to the volume of heavy vehicles which have a huge impact on the state of the roads. 

 

The highways officer advised, the Lincolnshire Speed Limit Policy and Traffic Calming Policy were currently under revision and any request to amend a speed limit or impose weight restrictions, would need to be submitted by the local member (Cllr Mrs Overton) with her backing and commitment.  Any additional signage requests will also need to be received by Cllr Mrs Overton who was present and agreed to investigate. 

The Parish Council were advised that on receipt of an application, LCC would look at evidence alone for the need for the amendments and not on what may be.

Councillor Mrs Green had previously circulated her newsletter where she spoke about the Pension Credit deadline and cost of living payments.  She also advised that Bassingham Hall is now established as a ‘Warm Space’ facility and open on Monday mornings, and Tuesday’s, Wednesday’s and Thursdays with drink making facilities available.  A full copy of her newsletter can be received in full on request from the clerk. 

 

Councillor Mrs Overton had previously circulated her newsletter where she spoke about her recent visit to speak at the COP27.  A full copy of her newsletter can be received in full on request from the clerk.

The Parish Council were not quorate for item 5 due to Cllr Mosedale’s declaration of interest. All other payments agreed.

To discuss the Precept for the financial year 2023/2024 

The clerk had previously circulated a draft budget.  It was agreed to hold a working action meeting on January 3rd 2023.  The deadline for submission to NKDC is 27th January 2023.                                                                                                            Action All

To discuss the recent connection issues with the streetlights on Bridge Road.  

Eon have advised that there is a connection issue on 3 of the streetlights on Bridge Road.  It was agreed the clerk would do further investigations by contacting the National Grid and Lincolnshire County Council.                                                             Action Clerk

Councillor Mosedale advised that the bench on the green in Haddington had been installed with plaque now in place.   

The Christmas tree has been put up on the green in Aubourn.
