Minutes of Aubourn & Haddington Parish Council Meeting held at The Clock Tower on 11.04.2022 at 6.30pm. 

In attendance: Cllr Mrs Woodman MBE (Chairman), Cllr Mosedale (Vice Chairman), Cllr Harston, Cllr Mrs Plackett-Smith, Cllr Earnshaw; Ms Vickers (Parish Clerk).  1 member of the public. 

Cllr Mosedale welcomed everyone to the Parish Council meeting. 

Public Time  - The Councillors would like to thank Mark Phillips for cutting the grass on The Green. 

Police Time - The latest newsletter from the Police had been circulated previously – no comments.  The Councillors discussed the recent Police speed operations and felt it would be useful to know the results. 

District Council/County Council Reports  

Cllr Mrs Green had earlier sent her report which had been circulated.  She discussed the imminent arrival of the first evacuees arriving from the Ukraine.  A copy of Cllr Mrs Green’s full report can be received upon request to the clerk. 

Cllr Mrs Overton had previously sent her report which had been circulated which also addressed the evacuee’s and other topics such as energy issues.  A copy of Cllr Mrs Overton's full report can be received upon request to the clerk. 

Formal meeting session commenced at 6.45pm

Co-option of new Councillors – Mrs Julie Plackett-Smith and Mr Daniel Earnshaw were co-opted into the Parish Council.  The Councillors are very welcome members.

Matters Arising – non 

Finance Report  

Community Account Business Account 1 £13275.61; Business Account 2 (savings)£1380.00; Account 3 (Clock Tower) £3252.79.. 

Cheques issued as agreed at the meeting; clerks' wages & agreed expenses £290.72;  cleaning in Clock Tower £15.00; replacement fire extinguishers £99.58; street lighting unmetered electricity supply quarter 4 £891.11; annual Church lease £1.00; annual LALC subscription £140.20; donation to Norton Disney Archaeological dig £100.00 

Clerk’s Report – the Clerk gave an overview of the 2021/22 budget.   

Clerk’s Pay Award – the pay award for 2021/22 has been agreed by local government and the increase to the Clerks salary is 0.20p per hour.  Award proposed by Cllr Mrs Woodman, seconded by Cllr Mosedale and agreed by all.  Clerk advised she was happy for this to start from this month and did not require it back dating to October 2021 at the beginning of her employment. 

Change of bank account provider – the Clerk asked the Councillors to consider changing bank account suppliers due to the ongoing issues with Barclay’s.  She informed the meeting of some alternatives and was asked to provide more information before proceeding. 

Ratification of decisions made at Zoom meeting 13.1.2022 - decisions agreed proposed by Cllr Mrs Woodman, seconded by Cllr Mosedale and agreed by Cllr Harston. 

Planning –  Grange Cottage  - the only concerns voiced were over the proposed material which was felt to be unsympathetic with the surrounding area considering this is a listed building.  The Councillors would prefer the material for the extension to match the original building but failing that, if cladding were to be used, it was a more fitting colour other than black. Clerk to feedback to NKDC planning. 
 

Highways -  road closure notices are now in place for the repairs and resurfacing on Bridge Road/Butts Lane with work commencing 25.4.22. 

Streetlighting -  

War memorial – Clerk has received 2 quotes to clean the memorial.  Decision to proceed with Drapers of Lincoln quote of £795 +vat proposed by Cllr Mrs Woodman, seconded by Cllr Mosedale and agreed by all. 

Jubilee – the Councillors agreed on a bench and Cllr Mosedale has obtained a quote to add additional items to the order to enable repairs to an existing bench.  Cllr Mosedale to proceed with quote.  

Tables & chairs – still waiting for photo’s.  Cllr Mrs Woodman to chase. 

Lightning conductor inspection – taking place 12.4.022 

Norton Disney Archaeology funding request – it was proposed by Cllr Mosedale, seconded by Cllr Harston and agreed by all to donate £100 to the fund.  The Councillors expressed as wish to visit the site if possible.  Clerk to check. 

Chairman’s Report – n/a 

Individual Councillor’s Reports –  

Cllr Harston – Cllr Harston commented on the positioning of the road closure signs and felt they should be moved further back to give traffic, especially lorries, an opportunity to turn around.  Clerk to contact Highways. 

Cllr Mosedale – Cllr Mosedale has chased up speed indicator order. 

Cllr Earnshaw – Cllr Earnshaw expression concerns regarding the hedges alongside the footpath at Aubourn Hall.  Clerk to speak to Estate Office. 

Cllr Mrs Plackett-Smith – n/a
