Minutes of Aubourn & Haddington Parish Council Meeting held at The Clock Tower on 07.02.2022 at 6pm. 

In attendance: Cllr Mrs Woodman MBE (Chairman), Cllr Mosedale (Vice Chairman), Cllr Harston, Cllr Mrs Green (NKDC), Cllr Mrs Overton (County Council), Ms Vickers (Parish Clerk).  1 member of the public. 

Cllr Mrs Woodman welcomed everyone to the Parish Council meeting. 

Public Time  

The disrepair of Bridge Road/South Hykeham Road junction and the volume of traffic on Dovecote Lane was discussed.  Cllr Mrs Green suggested installing bollards to which the refuse crew would be given keys.  She agreed to speak to Cllr Mrs Overton regarding the ongoing issues. 

Grange Farm Cottage was discussed.  Clerk to contact NKDC to check on requirements in terms of business operations. 

Police Time  

The latest newsletter from the Police had been circulated previously – no comments 

District Council/County Council Reports  

Cllr Mrs Green gave her report.  She discussed the results of the external review of NKDC which found it to be well run.  She also discussed changes to Covid rules, the proposed increase in Council Tax and the soaring rise in energy prices and requested private tenants and landlords should be made aware of the regulations.  A copy of Cllr Mrs Green’s full report can be received upon request to the clerk. 

Cllr Mrs Green left the meeting at 6.40pm.

Minutes of Last Meeting  - Agreed  

Formal session suspended at 6.45pm as Cllr Mrs Overton joined the meeting 

Cllr Mrs Overton gave her report which can be received in full by request to the clerk.   

The highways issues were discussed and Cllr Mrs Overton agreed to chase them up with County Council Highways.  She advised that at a recent meeting, she had been advised that there was a backlog of highways issues due to staffing issues with the contractor.  The County Council are in the process of fining the contractor for a breech in the contract. 

Cllr Mrs Overton left the meeting at 7.15pm.

Matters Arising – non 

Declarations of Interest – None 

Finance Report  

The February bank statement has not arrived and therefore the balances reflect last month’s finance report until updated; Community Account £16,208.53, Business Account 1 (Clock Tower) £3,252.79, Business Account 2 £1,380.33.  Report to be circulated and published on receipt of the bank statement. 

Cheques issued as agreed at meeting; clerks' wages & agreed expenses £285.92; tree work in churchyard £200.00; cleaning of clock tower £15.00. 

Clerk’s Report 

The Clerk has contacted Draper Memorials of Lincoln for a price to clean the war memorial.  They have quoted £795 + vat.  Cllr Mosedale is intending to attempt to clean it with his jet wash in the first instance.  Clerk suggested seeking a grant if this wasn’t possible. 

Planning – n/a 

Royal Jubilee 

The Chairman asked for suggestions on how to mark the forthcoming Jubilee.  A bench for Haddington was suggested and the possibility of opening the Clock Tower for tea and cake.   To be discussed. Clerk to look for prices for a bench. 

Bench Repairs 

Cllr Mosedale has inspected the benches and believes they are repairable without too much expense.   

Chairman’s Report  

The Chairman wanted to pass on the Parish Council’s thanks to the Bassingham Ball Committee for once again supplying the lovely Christmas tree.  Clerk to action. 

She has received the quote for the grass cutting in the Church yard for the forthcoming financial year which is £70 per cut.  This was agreed.  Clerk to accept quotation in writing.
